Fine bulgur requires no cooking. Place one volume of bulgur in two volumes of lightly-salted, boiling water. Leave to expand for 10 minutes. Fine bulgur is the traditional ingredient in tabbouleh. It's also perfect for salads and cakes. Keep away from heat and humidity.
